Hey, I'm not going to make a tut, because I don't have enough time, sorry. But, I can tell you how I made my Celia Antm icon.

I just basically downloaded the opening of Youtube, opened the video in Photoshop as Quicktime format. From there, I just chose the correct scenes, and did some coloring and sharpening to brighten up the picture.
